This is a call to restore the professionalism of the staff and funding for the Illinois Department of Natural Resources, in the era of reduced funding for the C-2000 program and reduced services to citizens (hunting, damping, gun safety, etc.)

J.R. Black was an advocate for the conservation of the Kankakee River and spent many years collecting data and working with multiple organizations to preserve the Kankakee River Basin. His papers were donated to Olivet Nazarene University. This document was filed in a folder titled "Presentation info kit."
